HRP Associates, Inc. was selected by the City of Torrington to provide consulting services for the Downtown Torrington Brownfields Assessment Program. The program, funded by the U.S. Environmental Protection Agency, is an integral part of the $100 million revitalization of Torrington’s central business district.

 

 

The initial properties investigated were the Church Street Dam, the Kelley Bus Company, and the Torin Corp. The scope of work completed for each of these sites included an ASTM-compliant Phase I environmental site assessment and a Phase II subsurface investigation.

The Phase II was followed in each case by the preparation of a preliminary remedial cost estimate which included typical remediation scenarios for the subsurface and also building abatement issues to accommodate proposed changes to each site as part of redevelopment.

As part of the process of completing the Phase II assessments, HRP prepared a Quality Assurance Project Plan (QAPP) for each of the three sites, which were submitted to the U.S. EPA for review and approval.
 

While each of the sites presented challenges for HRP in the execution of the assessment work, the site-specific work necessary for the Church Street Dam project is of particular note given the need for the completion of an A-2 quality survey map to support the necessary sediment sampling program, which involved the use of a barge to allow the drilling rig access to the on-site pond.

 

HRP has continued to provide the City with technical assistance, along with promoting awareness of Brownfields issues to residents, including the recent attendance at a congressional tour of the project area.
