WHAT IS YOUR AUDIT AGREEMENT OBLIGATION?

Under the Environmental Protection Agency (EPA) Audit Agreement, your college/university (C/U) must either:

  • Implement an Environmental Management System (EMS); or

  • Begin the next series of periodic self audits.

The Final Compliance Report (FCR) is submitted to EPA approximately 165 days after your peer audit. The FCR, which documents your corrective actions activities (i.e., actions taken to correct disclosed violations), must state if your C/U will implement an EMS or begin the next series of periodic self audits.

In cooperation with ICUF, GFIC, AAICU, and NCICU, HRP Associates, Inc. (HRP) and Halloran & Sage LLP (H&S) are offering the EMS training courses described below to assist your C/U in determining if an EMS is the right approach for you and in preparing an EMS Program for your C/U.

EMS TRAINING COURSES

It has been HRP’s and H&S’s experience that the most effective EMS Programs are the ones that are prepared by the individuals who are responsible for the EMS Programs’ implementation. For this reason, HRP’s and H&S’s primary roles will be to provide your C/U with overall guidance and support in preparing your EMS Program.

There are five (5) primary and seventeen (17) secondary elements of EMS. The five (5) primary elements of an EMS Program are:

  1. Environmental Policy;

  2. Planning;

  3. Implementation and Operation;

  4. Checking; and

  5. Management Review.

To achieve this objective, HRP and H&S will conduct, within each state (Florida, Tennessee, Georgia, Alabama, and North Carolina), a series of four (4) sequential one-day EMS training courses over the next two (2) years. Each training course is designed to achieve the following:

  • Allow the attendees to concentrate on only some of the EMS elements at a time;

  • Provide workshops on key EMS elements to ensure attendees have a clear understanding of the EMS element’s objective and scope; and

  • Space the training courses far apart to allow the attendees sufficient time to apply what they have learned in the previous EMS training course at their C/U.

WHO SHOULD ATTEND

The development and the implementation of an EMS Program should not be done by one person. To prepare a successful EMS Program, it is critical that people from various levels and functions at your C/U be involved in the building and maintenance of the EMS Program. Individuals from the following departments typically participate in the development of an EMS Program:

  • Environmental and Safety;

  • Maintenance;

  • Faculty Department Heads (Chemistry, Biology, Art);

  • Grounds Management;

  • Human Resources;

  • Purchasing; and

  • Transportation/Shipping.

To further educate the entire EMS team, you may want to send different members of your EMS team to different training sessions there by creating “experts” or leaders in different elements of EMS. It is encouraged that you consider sending more than one person to each training event in order to overcome the loss of knowledge associated with turn-over and job transfers.

COST

The cost of each training session is $500 per person for 1-2 registrations per college or university. A discount is available for any one college or university who sends three (3) or more people to a session ($400 per person).
